Shirts marked with ** are manufactured to be "body hugging & form-fitting" and DO tend to run small & snug.  The manufacturers themselves recommends choosing one size up for a looser fit.

Also, per our sizing, bust size is the fullest part of the bust, NOT the bra band size.
